  • As full member of the Service UnitÂ's Governing Board, exercises full managerial responsibility for the planning, development, organization, integration, administration, and e! valuation of clinical services for the Service Unit.
  • Works on a day to day basis with Division supervisors and other key staff members in participating in top management discussions and policy making and sharing full accountability in management actions.
  • Provides direct patient care in accordance with medical staff bylaws, rules and regulations. Credentials maintained in order to keep in compliance with CMS and AAAHC standards.
  • As a member of the Service Unit Management Team, provides recommendations to the CEO, relative to all aspects of medical care.
  • Organizes and directs clinical staff activities including staff meetings, committee activity, medical audit and other activities required to maintain Accreditation for Ambulatory Health Care (AAAHC) accreditation or certification requirements for AAAHC, Medicare, and other regulatory agencies.

Basic Requirements:
Degree : Doctor of Medicine or Doctor of Osteopathy from a school in the United States or

Canada approved by a recognized accrediting body in the year of the applicant's graduation.

education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).]

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate

must have had at least 1 year of supervised experience providing direct service in a clinical

setting, i.e., a 1-year internship or the first year of a residency program in an institution

accredited for such training. (This 1 year of supervised experience may be waived for research or administrative positions not requiring direct patient care.) For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians.

  • -An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medica! l problems under supervision (e.g., internal medicine, surgery, general! practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the American Osteopathic Association (AOA).
  • -A residency program involves training in a specialized field of medicine in an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA) or AOA.
  • -A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or other institution accredited in the United States for such training.
Licensure: For positions involving patient care, candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Additional Requirements:
Clinical and Training Programs- Within Federal clinical and training programs, a distinction is

made between general practice and specialist positions. General practitioners must be skilled in recognizing various medical pathologies that require referral to specialists for diagnostic and treatment procedures. Graduate training and experience must, therefore, be well rounded.

Specialist positions require graduate training and experience related to the specialty and

subspecialty of the position to be filled. Experience may not be substituted for training

essential for performing specialized duties. The length and content of residency programs

depends upon the specialization and requirements of recognized ac! crediting American medical specialty boards. These boards are authorize! d to conduct examinations to determine the competence of physicians in the specialty, to issue certificates of qualification, to participate in evaluating the quality of residency programs, and to determine the requirements for certification.

General Practice Positions

For GS-14 and above -- In addition to the requirements for GS-13, 1 year of

appropriate experience equivalent to at least the next lower grade level.

Specialist Positions

For GS-15 -- 5 years of residency training in the specialty of the position to be filled or equivalent experience and training.

General Practice Positions - General practice physicians in the Federal service typically treat common diseases, ailments, and injuries of persons reporting to sick call, conduct periodic physical examinations, and provide immunization against common diseases. General practitioners must be skilled in recognizing various medical pathologies that require referral t! o specialists for specialized diagnostic and treatment procedures. Graduate training and experience must, therefore, be well rounded.

Specialist positions - Other Medical Officers in clinical and training programs are generally concerned with individual specialties such as anesthesiology, immunology and allergy, dermatology, emergency medicine, internal medicine, neurology, nuclear medicine, obstetrics-gynecology, ophthalmology, otolaryngology, pathology, pediatrics, physical medicine and rehabilitation, preventive medicine, psychiatry, radiology, surgery, and urology.

Examples of Specialized Experience for GS-15 grade level is, but not limited to, Exercises supervisory responsibility for the planning, development, organization, integration and evaluation of clinical outpatient services for the facility, this will include: Work Planning : Formulates and implement clinical programs and plans to satisfy varying requirements and priorities for services and ot! her facility objectives. Establishes and approves overall work schedule! s and determines individual or group work assignments. Advises Chief Executive Officer on requirements of or problems affecting various departments and related activities and recommends corrective actions as appropriate. Work Direction: Conducts meetings and conferences with subordinate staff to explain work requirements, methods and procedures as needed, formulates and issues instructions and procedures for non-routine or complex assignments, new or changes in programs, functions or processes, personnel assignment and other operating matters covered by precedents, protocols or established policy. Reviews and analyses records, reports and other evidence of work performed to evaluate performance; Personnel Management : Directly supervises and provides administrative, professional and technical guidance to staff in the Medical Section. Advise or counsel employees on work and administrative matters; interview candidates for positions, recommend promotion or reassignments; effe! cts minor disciplinary measures; identify training needs and approve leave; Equal Employment Opportunity (EEO) : responsible for the application and implementation of the EEO program guidelines; Chief Medical Officer : distributes direct care resources and primary care provider positions based on the needs of the facility.
